Rio City Hall relaunches Concilia Rio with discounts to settle debts
The City of Rio de Janeiro has resumed the Concilia Rio Program, which allows the renegotiation of debts of IPTU and TCL, ISS and ITBI, enrolled or not in active debt, with chargeable event until December 31, 2019.
This edition of the program is related to measures against the effects of the coronavirus pandemic, offering initiatives for taxpayers to clear tax debts.
Membership term
The deadline for submitting the application for membership of Concilia Rio will be from June 01, 20020 to Augusto 31, 2020.
Adherence to Concilia Rio implies the recognition of the debt and the consequent withdrawal of any legal action or administrative appeal, and the municipal authority may extinguish the administrative process and request it for the judicial process.

Obs .: Regarding ITBI, for credits not registered in active debt, only a single installment payment can be made.
It should be noted that the benefits of the program are subject to the payment of payment voucher on the due dates. If any of the installments is not paid on the stipulated dates, the benefit will be automatically canceled, considering only the amount paid. Thus, the regular procedures for collecting the original payment voucher may be resumed by the City Hall.
Basic Law
The resumption and regulation of Concilia Rio 2020 involved the publication of the following acts, on November 05, 2020.
Law No. 6,740 / 2020 - Resumption of the program;
Decree nº 47.419 / 2020 - Regulates Law nº 6.740 / 2020, in relation to credits registered in Active Debt;
Decree nº 47.421 / 2020 - Regulates the application of the benefits established in art. 1st and 2nd of Law No. 6,740 / 2020, in the case of credits not registered in Active Debt;
Decree nº 47.422 / 2020 - Regulates, in the strict cases mentioned, art. 3 and 4 of Law 6,740 / 2020, regarding tax credits not included in Active Debt.
When joining the program, you must observe the specific rules and procedures that may exist for the type of tax renegotiated.
