The Supreme Court clarified, on July 18, that the increase in the Tax on Credit, Exchange, and Insurance Operations, or related to Securities or Financial Instruments (IOF) cannot be applied to operations carried out during the period when Decree 12,499/2025 was suspended, that is, between June 26 and July 16, 2025.

On July 16, 2025, the Supreme Court, in a preliminary ruling, partially restored the validity of Decree No. 12.499/2025, published by the Federal Government, which increased the rates of the Tax on Credit, Exchange, and Insurance Operations, or related to Securities or Financial Instruments (IOF).

Through Decrees No. 12,466/2025 and No. 12,467/2025, issued respectively on May 22 and 23, the Government amended Decree No. 6,306/2002, which regulates the Tax on Financial Operations (IOF) related to credit, foreign exchange, insurance, or securities transactions.
